ISP do not control all the links from users to services but users expect that ISP guaranty the overall QoE of their preferred services even if it's not their responsability: PC health, TV installation, wifi setup ...Youtube, Netflix, Sony...availability and performances.

Everyone is aware of global and individual QoS indicators from internet that try to measure and compare services among ISP and users (internet speed, netflix traffic, youtube, game servers performances,...) but this will not point to the element in the chain which impact QoE.
And when QoE is considered "under expectations": several technical departments may have to deal with the customer problem.

  • So the way to improve QoE is to be able to validate all the "links" and their performances for users and which link(s) generate limitations.

    This strategy assumes that you have access to performance indicators of each link. But we usually found ISP that can retrieve backbone network performances (Proprietary and opensource monitoring tools) but have difficulties to retrieve accurate performances indicators for the access network. Most of the time ISP analysts use incomplete indicators retrieved by an internal SNMP script.
